Senate Democrats' report says AI data center cost pledges still leave households paying part of the grid bill

The report, titled Power and Profits: How the AI Data Center Boom Costs Households and Communities, draws on answers the three senators collected from data center developers. Its central finding: when companies promise to cover their full energy costs or full cost of service, they mean only infrastructure that serves their own sites, not the wider grid costs that reach residential ratepayers. Developers also signaled they will keep signing nondisclosure agreements with localities and keep pursuing tax incentives. The release adds to growing friction over the buildout: earlier this week Finland ordered Google to pause land clearing at its Muhos and Kajaani data center sites pending environmental reviews. For AI companies, compute costs increasingly hinge on local politics. If ratepayer cost allocation rules, NDA limits or tax break rollbacks gain traction, new capacity gets slower and more expensive to bring online, and that cost flows into cloud and inference pricing.
