About Anne Neuberger

Background

Anne Neuberger spent over a decade at the National Security Agency and the Pentagon. At NSA she was civilian deputy director of global intelligence and established the Cybersecurity Directorate. In 2013 she became NSA's first Chief Risk Officer. Before that she was special advisor to the Secretary of the Navy, leading the office of business transformation, and a White House fellow.

From 2021 to January 2025 she was Deputy National Security Advisor for Cyber and Emerging Technology in the Biden administration. She was a principal author of Executive Order 14028 on federal cybersecurity and of National Security Memorandum 10 on quantum computing. She also led an effort to convene 71 countries against transnational cyber threats and crypto-enabled money laundering.

After leaving government she took academic roles at Stanford, as Payne Distinguished Lecturer and as Hoover Institution Distinguished Visiting Fellow for 2025-2026. Andreessen Horowitz said in June 2026 that she had become a partner and head of global affairs. She had joined the firm as a part-time advisor the previous August.

Angel investing track record

Neuberger is not described in the sources I found as a prolific angel. The only angel participation I could confirm is her inclusion in the angel group for AIR Security in 2026. No check sizes, fund sizes or earlier angel investments are public in the sources reviewed.

AI investments

AIR (AIR Security) builds an inline firewall for AI agents. It continuously discovers and evaluates the skills, plugins, MCP servers and add-ons in an organization's agent supply chain. Its founders started the company in February 2026. Press reports say Sequoia Capital led an initial $10M seed, and Greenoaks led a $40M follow-on that closed within weeks. The company came out of stealth on September 1, 2026 with $50M in total seed funding. Swish Ventures and Netz also participated.

The Lounge deals desk lists two AIR rounds with Neuberger: a $40M seed in August 2026 and a $50M seed in September 2026. Announcements name her among the angels, alongside Wiz co-founder Yinon Costica, Clay co-founder Varun Anand and others.

Investment focus

The only confirmed investment is in AI and cybersecurity at the seed stage. Her public work centers on cybersecurity, risk, quantum and emerging technology policy. Her stated mission at a16z is securing America at home and making sure new technology is adopted to keep it safe. She has not made public statements about angel check size or a formal investing thesis in the sources I found.
