About Moshe Shalev

Background

Moshe Shalev is co-founder and Chief Product Officer of Decart, an AI company based in Israel. Crunchbase lists him as a Decart co-founder since 2023 and as co-founder of StartAch since 2017. Crunchbase also says he previously worked as a project manager in Israeli Military Intelligence Unit 8200. Calcalist describes him as a former cyber operator who grew up in Israel's ultra-Orthodox community.

In 2017 he co-founded StartAch with fellow Unit 8200 alumnus Dor Saban. Press coverage describes it as a nonprofit that built software for Israeli charities. At Decart he works with co-founder Dean Leitersdorf. Decart builds real-time interactive and generative video models. Its funding includes a 2024 seed round with Sequoia Capital and a $300M round led by Radical Ventures, which Shalev announced on LinkedIn.

Angel investing track record

Shalev does not appear to publish a personal investor profile, fund or portfolio page, and no check sizes, fund sizes or investment counts are public. The one angel investment we could confirm is Noetive's seed round in 2026. Calcalist reported that Decart co-founders Dean Leitersdorf, Moshe Shalev and Orian Leitersdorf participated in it.

AI investments

Noetive announced a $41M seed round in September 2026, led by Eclipse. Noetive is a San Francisco company that calls itself an AI NeoLab for operational technology. It is building a self-improving AI, paired with its own sensing hardware, for manufacturing, logistics and construction operations. Calcalist names Shalev among the Decart co-founders who participated. Noetive's founders are Israeli, Amir Frenkel and Dan Barak. We found no other AI investments by Shalev that are publicly documented.

Investment focus

The public record is too thin to define a strategy. The Noetive investment is a seed-stage round in applied AI for physical operations, and the founders have Israeli roots. Shalev has not publicly stated a check size, a stage preference or a thesis that we could find. His own work is in generative AI models and consumer and enterprise AI products. Founders who want to pitch him should treat his interests as unconfirmed and ask him directly.

Notable portfolio companies
  • Noetive: AI for factories, logistics and other physical operations; participated in the $41M seed round announced in 2026, led by Eclipse.
  • Decart (co-founder, not an angel investment): real-time generative AI video and interactive models, founded by Shalev and Dean Leitersdorf.
